ICCE members spearheaded a significant enforcement action earlier this year in Türkiye, working closely with local authorities. This action removed thousands of counterfeit imaging supplies from the market, helping to protect legitimate businesses and end users in the country. It again showcases the value of close cooperation in the fight against counterfeiting. This includes ICCE’s tried-and-tested collaboration with Turkish officials, as well as the trusted teamwork of ICCE members. Ultimately, this success is testament to what lies at the heart of ICCE: working together to protect consumers and markets from illegal products and counterfeiting trade.

Earlier this year, ICCE and authorities in Türkiye dismantled a major operation involved in counterfeiting of imaging supplies in a large-scale enforcement action in the Istanbul area in March 2025. As a result of the raid action, Turkish officials seized thousands of items of illegal imaging supplies, including components, such as counterfeit packaging materials, and counterfeit cartridges that were ready to be sold to unsuspecting customers. The confiscated items infringed trademarks of several ICCE members, including Canon, Epson, HP, and Lexmark.

Close Cooperation of ICCE Members and Authorities Was Key

Teamwork was crucial in paving the way for the successful enforcement. Prior to the raid action, ICCE member Canon had initiated inquiries that built on an earlier enforcement action by another ICCE member, Epson. The two companies also worked closely with other ICCE members. ICCE investigators eventually identified the counterfeiting operation and the premises used in their illegal activities. Based on this intelligence, Turkish authorities conducted the raid action. In total, the officials seized approximately 15,000 counterfeit items.

We sincerely thank the Turkish authorities for their dedicated actions in fighting counterfeiting. Such actions demonstrate that the Turkish authorities consider the counterfeiting of imaging supplies to be a serious offence and that protecting consumers is a key priority for them, just as it is for ICCE.

Thanks to the close cooperation at ICCE, we can make a powerful impact against the counterfeiting trade. This helps to remove large quantities of counterfeit goods from circulation, thereby protecting consumers and legitimate businesses effectively.”
ANTI-COUNTERFEIT PROJECTS MANAGER EMEA, CANON

ICCE is very grateful for the close cooperation with local authorities against counterfeiting operations. Effective enforcement actions are essential in the fight against counterfeiting, as shown by the Turkish authorities. Their resolute efforts help safeguard customers, protecting them from the negative impacts of illegal products.

ICCE Takes a Clear Stance in Türkiye

These raids in the Istanbul region are only just one example of the many anti-counterfeiting actions carried out by ICCE and its members in Türkiye. Our investigators provide the Turkish authorities with close support and expertise, paving the way for future actions against counterfeit imaging supplies. This again illustrates a cornerstone of ICCE: working closely with law enforcement officials to protect local markets and consumers.

Counterfeit products are often of poor quality and deprive consumers of the performance they expect from trusted brands. By partnering with law enforcement, ICCE sends a clear message that we are committed to protecting our customers and business partners from the risks of counterfeit goods.

As part of our anti- counterfeiting work in Türkiye, ICCE regularly provides training for customs and other law enforcement officials. A few months ago, ICCE already reported on two comprehensive events in Türkiye, which put a focus on educating law enforcement authorities about counterfeit imaging consumables, helping them to protect traders and customers.

Recent highlights also illustrate that our efforts in the country clearly have a decisive impact. In 2023, for instance, ICCE shared the news about a remarkable success by Turkish officials against two clandestine counterfeiting workshops. At the time, the authorities seized hundreds of thousands of items for manufacturing counterfeit imaging supplies. This included thousands of finished counterfeit toner cartridges as well as massive quantities of packing material and other items to make illegal counterfeit cartridges.

ICCE Looks Forward to More Remarkable Actions

ICCE warmly thanks the Turkish officials for their efforts, demonstrating their commitment to protecting end users from counterfeit goods. We share this commitment and look forward to further joint actions. If businesses or consumers have any suspicions about counterfeit printing supplies, they are always welcome to reach out to ICCE.

About ICCE
The Imaging Consumables Coalition of Europe, Middle East, and Africa (ICCE) was formed in 1997 as a direct response to the increase in counterfeit imaging consumables across the regions of Europe, Middle East, and Africa. Imaging consumables include such products as toners, ink cartridges and ribbons. Initially created as an industry association with a focus on education, lobbying, information exchange, and awareness, it has since developed to include coordinating the role of receiving and processing intelligence information on counterfeiters, initiating joint industry raids and enforcement activities, and helping its members to target counterfeiters through the criminal and civil courts. Members of the organisation include some of the world’s leading imaging and printing companies: Brother, Canon, Epson, HP Inc, Kyocera, Lexmark, Ricoh, and Xerox.
